Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are fought: optimistic declarations are issued from different nations. Significant resources is expended on managing certain initiatives. By night, Moscow clearly shows the world that, for them, war remains the key method for achieving "settlement".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from enemy soil, a capability enabled by current data. From observation points, military aircraft that had been deployed to intercept incoming aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons activated: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, probably supplied through Western nations. Every deployment creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into sober acceptance: perhaps the approaching threat won't cause damage this time, protecting urban areas from ruin and additional electricity failures.
Continuous Dangers
Soon after, a large-caliber weapon engaged a drone close by, part of a rapid response unit – probably imported technology. Unfortunately, the shots failed to hit the hostile drone – it pressed on overhead toward its destination.
With pauses, this persisted until dawn. Kyiv greeted the morning news: several casualties, damage and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on international aid – a reliance that neighboring countries are clearly incapable to substitute in the near term.
Ineffective Peace Efforts
The 28-point plan from US administration sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from US leadership adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually secure success. This pattern will, no doubt, persist.
Tactical Assessments
It is convenient to criticize specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. Washington works based on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The American government believes that it is unfeasible to pressure the Kremlin to relinquish the areas that it presently holds in Ukraine's occupied territories.
The issue is that while recognising this factual reality, American administration does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not evolve additionally in its favour in the near future.
Opposing Positions
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing lives and land but preventing a complete military breakdown until situations evolve in its benefit.
Present Conditions
Factually, there are no real preconditions for a armistice. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their mission will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.
These two forces are driving the talks.
Summary and Prospects
It took a just a single week to terminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.
While new proposals based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and show certain reluctance to modify developments, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on continued Western support.
